EFFECTIVENESS OF REGIONAL ENVIRONMENTAL POLICY: PROBLEMS OF IMPLEMENTATION
Аннотация
The author considers separate problems of formation and effective implementation of regional environmental policy. It is shown that a number of problems are laid at the stage of elaborating environmental regional programs – the documents designed to reflect the specifics of the territory in solving the most significant environmental protection tasks. The problems are connected, in particular, with the lack of environmental programs coordination with strategic plans for the development of regions, and with uniformity and selectivity of the indicators used, etc. The research deals with the study of regulatory documents in the environmental policy of the Russian Federation and of the Far Eastern Federal District subjects (Far Eastern Federal District), with the Rosstat data study, that would allow effective results in this field.
